Delegate Susan Krebs (R-MD 9B) spoke of her confusion and disappointment with Carroll County's Comprehensive Plan (Pathways) June 18 at a Freedom Area Citizens' Council meeting.

Pathways, recently in the limelight for the large turnout and rowdy crowd at the last public meeting concerning the document on June 15 (http://www.eldersburg.net/news/pathwaysmeeting_061609.asp), is a plan put forth by the Carroll County Planning Commission that outlines future economic, ecologic and infrastructure growth in the county. Public reception for the document has been mixed, at best.

"Part of it is a lack of communication," said Krebs bluntly. "There was no opportunity to ask questions at these hearings."

She mentioned that the planning document is far from explanatory. She said the key parts of the plan, namely the map that shows proposed zoning changes in Carroll County, were not emphasized enough. According to Krebs, the roughly 180-page booklet is filled with mostly fluff material that over generalizes and aims for a feel good approach.

"This is a . document that talks about a lot of nice visions," she said, adding that it has no substance to it.

Krebs, who was present at the June 15 forum at Century High School, expressed her disappointment with the document review process.

"This has been a fiasco so far," she stated. "What they need to do is step back and start answering some questions."
